Dear Mr. Blair:

Numerous organizations and individuals directly involved in disability evaluation process (including the National Association of Disability Examiners) have voiced serious concerns about the fundamental value of several aspects of the Social Security Administration’s plan to redesign the disability program. SSA has failed to address knowledgeable concerns expressed. SSA has committed to implementing key elements of the redesign plan immediately in spite of the fact that the “enablers”--previously considered essential to successful implementation--are not in place.

The enclosed Statement of Concern describes a number of issues we believe must be addressed before implementing these very significant parts of the redesign process.

We appreciate your interest in, and understanding of, the Social Security disability program. We would like to discuss our concerns about the redesign initiative with you at your earliest convenience. We would also, at this time, like to extend an invitation for you or a member of your staff to meet with the NADE Board of Directors at the time of out mid-year Board meeting in March, 1996. NADE President-Elect, Susan LaMorte, will contact you with more specifics at that time.
