Austin Hosts Third National Systems' Conference

THE TEXAS DDS RECENTLY HOSTED the third national systems' meeting held February 29 through March 3, 2000. Staff from DDSs, SSA, and Unisys met to continue to partner in optimal outcomes for many aspects of computer utilization. Participants value the opportunity for determining salient systems issues needing address, understanding points of view, face-to-face contact, and getting to know each other on a personal level. This event was sponsored by the National Council of Disability Determination Directors (NCDDD.) Conference attendees hail from the world of SSA acronyms. A key follows: OTSO Office of Telecommunications and Systems Operations; responsible for the technical side of Intelligent Work Stations/Local Area Network (IWS/LAN.) OSR Office of Systems Requirements; responsible for developing plans for future system needs. Unisys Computer vendor responsible for installation and maintenance nationwide as contracted by SSA.

OD Office of Disability; responsible for overseeing the DDS program.

DCO Deputy Commission for Operations; responsible for coordination of DDS outcomes. They are Dallas regional office staff.

NCDDD National Council of Disability Determination Directors; responsible for addressing issues of the state DDSs.

OSDD Office of System Design and Development; responsible for planning eDIB, the paperless folder.

DDS Disability Determination Services; state organization responsible for administration of the SSA disability program. The group initially met three years ago when SSA appeared to be ready to introduce the LAN system. The DDSs were concerned regarding the what, when, and how of the roll out. NCDDD wanted to be aware of the SSA focus on a regular basis and also wanted SSA to be aware of DDS issues. The outcome was a revised system that better met the needs of the DDSs. Now that we have the LAN, there are constant rollouts of change. Continuing meetings allow the DDSs to be more involved, earlier, and to give input about the effects of change. Demonstrating progress in communication and coordination, Unisys was added to the group at the Austin III meeting. Issues/problem-solving are not universally applicable, as the DDSs have historically been unable to follow cookie cutter applications due to dissimilar size, location, staff expertise, parent agency regulations, and established system processes. Conversely, some solutions can be shared nationwide. Initial problems with keyboards are an example of the latter.

When some states began having keyboard problems, it was realized a defective product was the root cause. Keyboards in all DDSs were consequently replaced. At this point these systems meetings are seen as beneficial, fostering an exchange of ideas and solutions, exploring mutual understanding of needs, identifying priorities, and obtaining a global perspective. A focused setting, without distractions, is difficult to "find time for." It was the goal of the Texas DDS to provide the best possible facilities and support for the meeting. Attendees were very complimentary on the process. Some of their feedback follows: "Frankly, this was - and was expected to be - an intense meeting with an enormous amount of technical information covered. ...it would not have been possible to achieve what we did without having facilities that truly 'facilitated' at every step."

"Planned social events are always a good way to build your support network, discuss issues face to face in a more relaxed atmosphere and in greater detail, and just relax in general. The number of events worked out perfectly--dinner the first night and happy hour the next."

"It met my goals to a 'T' and was well paced/ staffed. I enjoyed the tour of the DDS, time with your administrator, the social events and the discussion about eDIB."

"You Texans are great hosts and Austin is a fun city. I'm already looking forward to next year. It all worked fine for me." Kudos to Texas DDS employee Bob Garza, the conference coordinator. His planning and effort resulted in great success! Accolades were also expressed to TADE. Noting a relaxed setting facilitated communication, Elizabeth Gregowicz, the executive sponsor, applauded the efforts, enthusiasm and generous support provided by TADE over the last three years, for hosting after-hours hospitality.
